"Paul worried about his driver's test." is not a question!

    It is a statement.

Here is the statement worded as a question:

Was Paul worried about his driver's test?
Is Paul worried about his driver's test?

"was worried" is a verb phrase with a noun breaking it in two. " This is past tense.

    "is worried" is present tense.

"Paul worried about his drivers test" is not a question, therefore, I am going to look at the whole question "where is the verb in this question Paul worried about his drivers test?"

Your verb is "IS" as that is the verb of your whole question.
