no. You have to take the test at the DMV.

You can take practice tests online, but you have to go to the DMV to take the actual test. You also have to take a parent or legal guardian with you too. There are a quite a few exceptions and restrictions for minors. Take a peek at Pgs 53 and 54 of the driver’s handbook – see link below.
