Please help me before i take my road test for my driving license!?

I just have two questions:

1) When i am approaching a new speed limit sign, can i reach that speed before i reach the sign? (Particularly if it’s a faster speed, for example going from 25 to 35) Or do i have to pass the sign before i reach that speed? Also, if the speed limit is going from faster to slower (35 mph to 25mph), do i have to reduce my speed BEFORE i pass the sign or is it ok if i do it soon before?

2) At an intersection with stoplights, does the person going straight always have the right of way before a person who is turning?

I hope that makes sense, sorry i’m nervous haha. Thanks for the help!
