Is it true that you only get 3 chances at the driving road test?

I just went this morning for the second time and I didn't even get 2 minutes into the test when the tester told me I failed because I didn't put on my lower seat belt. I always do little stupid things like that, and I'm just wondering is there a limit on how many times you take the road test? I heard from somewhere that if you fail 3 times, then you have to do another written test or something. Is that true?

In New York if you fail three times you need to take another written test to reapply for your permit.

You should try taking drivers ed, they will help you prepare for the test.

I took it 5 times. I didn't have to take the written exam over again. I've been driving for 17 years. I'm in Illinois.

7 years ago in Ga you could take it as many times as you needed. And you only took the written test to get your permit.
