    nope both a written and driving test are maditory.

    No, it's not possible.
    You must learn the rules (speed limits, signs, safety hazards… etc) before you take a 'knowledge test'. When you successfully pass it, you'll be ready to receive a 'learner's' license and after some X amount of time after learning (1 or 2 years, depending where you live), you will have to take a practical test in order to receive your novice license.

    Not in this country. And if you see sites claiming to get you one under some "loophole" in the law, don't bother. It's a scam.
