I don’t see why not. But I have no way to take the test as I do not have a vehicle to use that can pass the inspection. So it would be nice if I could use a rental car, but I am unsure because I do not know what they need when I show up for the test, and I also read that in Pennsylvania you cannot do that, but I need to know for Ohio.
Also: If you could provide me with what I need when I go to take the test or provide me a website or anything it would be great!
So I couldnt persay – have my father rent the car and then proceed to use the rental for the drivers test? I am aware I can pay $99 to rent the Drivers Ed vehicle to use but it would be much cheaper to simply rent a car.

No, you cannot.
Here’s why – to rent a car, most rental places don’t rent to anyone (or allow drivers that are) under 25. There are a few that allow 21-24, but you pay extra for the younger drivers, and none of the big companies would allow an under 21 or unlicensed driver. Even if someone else rents the car, they are contractually obligated to add anyone that will be driving the car onto the rental agreement, and you have to be licensed for that. So if something happened while you were driving that rental car, the person who rented it to you would be screwed big time.
Check with the local driving schools, many of them have arrangements with the local DMV’s to allow students to do the road test in the school cars, that might be your best bet.
EDIT – no, you can’t drive a rental car that your father rents. If you do and ANYTHING happens, your father will get sued by the car rental company, no question about it. Not worth the risk.
