    Yes, of course.

    If that person can operate a manual transmission I don't know why it would be against the law. Years ago we only had manual transmission vehicles so we had to learn to drive one.

    yes you pass the driving test you have your license

    Yes, but it wasn't always that way. When I took my driver test, I took it on standard. If I had taken my test in an automatic car, I would have had a restriction on my licence.
