So if I’m understanding this correctly, you’re trying to take the Driver’s Test in China, offered in English, but they don’t have an English study guide for it?
That just doesn’t make any sense how they have the English Exam and no English Guide Book, but since it’s China….what can you expect.

If the exam is in Chinese, you really have no choice but to study the language because otherwise you won’t know what the questions are asking.
If you just want to study the Chinese "rules of the road" in English, I’m sure there’s plenty of websites that offer that information in English.

I tried a google search and nothing came up, but if you know the Chinese website pertaining to your Driver’s Licensing Office there, then go to it and you should be able to get something.
