In addition rental car companies won't rent a car if they know it is to be used for a DMV drive test. Before the test begins the examiner inspects the car to see if it is street legal (the requirements are on pages 11 & 12 of the Driver Handbook) and rental companies don't want to run the risk of the car being put out of service.
