Can a person take his driver’s test without a parent?

My friend is scheduled to have his test soon, but due to unforeseen circumstances, he cannot go with his parents so he will not be taking the test.

If he were to go and take his test without his parents but with the proper vehicle registration and all the essential documents, then will he be able to take and pass his test? Or will his parents need to be there to sign some things?

I believe that anyone over the age of 21 can take you there and they just have to sign a form giving you consent to drive their car. Just don’t drive there alone without a license. big no-no.
