"Yes. If you are over 18 then there is no need to complete driver's ed classes, but you still have to take the test."

That changes March 2010. After that date, over 18 year olds applying for their first license will be required to provide proof that they have taken and completed a mandatory six (6) hour Driver's Ed course from a certified driving school.

I'd certainly think so. When you go to get license, there is a written test and a driving and parking test. So your friend should still have to take the driving and parking test. I don't know if they make some kind of exception or a means to take the driver part on base or not. I know of no exception, but they might have something on base to test. If he never had a license before, then there is no reason to think he can drive at all until he tests.

I'd say he sure would have to take a driving test in addition to the written test. Needs to make sure the written test he took isn't just a "test" test. If it was a real test, it should have something on it to connect him to it so he can access it at the Driver Bureau.

Yes, when he goes to the DMV, he will have to pass a written laws test, an eye exam, and a behind the wheel driving test.
(You have to bring your own car and proof of insurance, he'll have to go with a friend who has a car, you can't drive yourself down to the office).

When he goes he'll also need to have proof of ID (birth certificate is ok), Social Security #, fill out some forms, and pay a fee.

At over 19 he didn't really need the drivers ed, although I'm sure he learned something taking it. And of course he needs to take the driving test to demonstrate he knows how to drive. Did he think taking drivers ed would eliminate that requirement?

Yes, there is no way he can prove who he is or if he can really drive on line.

I know in Kansas when I took the in class drivers ed I got to skip the driving part of the examination by giving the DMV a slip of paper that said i had successfully completed drivers ed then I had to take the eye examination and got me license but it may be different in the state of Texas.
