New Jersey i got a 94%

I'm supposed get my license in a week in a half…but I'm not sure how to go about it… Oh, and this is in Colorado, if that makes a difference.

I have a friend who just turned twenty and doesnt have a license. He is in the Army stationed in TX and just cmpleted drivers ed online. Does he also need to take the driving part of test?
